The governance consideration is designed for a wide range of stakeholders involved in water supply, usage, and access. It is especially aimed at those responsible for decision-making, ensuring accountability, and facilitating community participation in water governance. The guideline seeks to empower these stakeholders to work together effectively to improve water access and sustainability while addressing local needs and challenges.
